Saber urges separate allocation for Dhaka |

Ruling Awami League MP Saber Hossain Chowdhury has urged the government to set aside separate allocation for capital Dhaka in the budget for FY 2010-11.
He reasoned that as much as 30 percent of the GDP came from Dhaka alone and 50 percent of the revenue was paid by its residents. The city is vital for the economy, Saber told the parliament during a discussion on the proposed budget on Monday.
If it is not possible in the proposed budget the government should provide the allocation from the next budget, he said. The Dhaka-9 MP said the city was becoming a liability due to a lack of planning and execution.
Saber said the prime minister alleged during the inauguration of the Jatrabari flyover that she did not get any response from the Dhaka City mayor to her call to develop the roads of the city.
If the city corporation does not cooperate, the MPs will have to work for the development by allocating Tk 300 million for this purpose, he said.
The former shipping minister said Dhaka can be the driving force of the country as Shanghai is for China through proper planning.
He said he had found out that both his party and opposition BNP had some similarities in their electoral pledges despite ideological differences.
He referred to BNP's electoral pledge that MPs would lose their membershipif they remained absent from the parliament for more than 30 working days.
"If the opposition leader were present here I would have asked her about the status of that pledge," Saber said.
"There should be consensus among the parties over some issues otherwise the country's development will be jeopardised," he pointed out.
Saber proposed tax for vehicles that contribute to environmental pollution.
He suggested qualitative analysis on budget expenditures. "As many as Tk 5,650 billion has been spent between 1972 and 2010, which is not a small amount."
Jatiya Party general secretary Ruhul Amin Howlader urged further strengthening of the ruling Grand Alliance, which his party is a key ally.
He claimed that most of the major streets of the capital had been constructed during the tenure of his party.
Gaibandha-3 MP TIM Fazle Rabbi said the finance minister was not taking any move to recover loans whose repayments have been defaulted on.
"If the loans were obtained we would not require anyone's assistance for our development," he pointed out.
